ABSTRACT
In Sanghar, Sindh, a man amputated the leg of a camel after finding the camel is eating in his field. This act of cruelty was a response to the animals grazing on his crops.The incident underscores the need for improved animal welfare laws and awareness. This is painful incident of cutting camel’s leg. According to the Quranic text: The story of Saleh (AS) is linked to the story of she – camel of God which was gift given by God the people of Thamud.”My people !this she camel of Allah is a sign for you, so let her pasture on Allah’s earth, and do not hurt her or else some chastisement which is near at hand should overtake you”.1
وَيَـٰقَوْمِ هَـٰذِهِۦ نَاقَةُ ٱللَّهِ لَكُمْ ءَايَةًۭ فَذَرُوهَا تَأْكُلْ فِىٓ أَرْضِ ٱللَّهِ وَلَا تَمَسُّوهَا بِسُوٓءٍۢ فَيَأْخُذَكُمْ عَذَابٌۭ قَرِيبٌۭ
Thi=======================================================s Story [Saleh[AS]] underscores the importance of treating animals with respect & kindness, reflecting a broader Islamic ethos that prohibits cruelty towards any living being. Deliberate harm, such as cutting off a camel’s foot, would be considered a serious violation of these principles.
· ACCORDING TO SECTION 429: Mischief by killing or maiming cattle, etc; of any value or any animal of the value of fifty rupees or upwards shall be punished with imprisonment of either description for term which may extend to five years or with both.25
· ACCORDING TO SECTION 34 OF PPC (Pakistan Penal Code): Act done by several persons in furtherance of common intentions.25
The culprit should be made to pay for the cure and prosthetic leg of this camel, be kept in jail, and be made to serve this speechless camel for at least the next five years.This isn’t just about punishment; its about compassion and responsibility.By ensuring the culprit directly contributes to healing and well-being of the camel , we send a powerful message that animals are not to be mistreated and that those who harm them will be held accountable . This apporach also promotes empathy and understanding ,as culprit come to see the impact of their actions firsthand.We should raise the voices who cannot speak and fight for justice (CAMEL) and to protect the rights and well-being of all creatures.Strengthening the enforcement of animal welfare laws to ensure compliance & penalize those engaging in cruelty towards camels or any other animals.Integrating islamic teachings on animal welfare in to community education programs to reinforce the ethical treatment of animals,drawing on the story of Saleh [AS] as a guiding principle.

INTRODUCTION
1.1 Introduction
A shocking incident occurred. A local landlord in the Mund Jamro village of Sanghar district has allegedly had a camel’s leg chopped off for entering his agriculture field and damaging and eating some crops. The owner of the camel, was a poor peasant named Soomar Behan, told a journalists in Sanghar that his camel had gone missing on thrusday night,and he had been searching for it. ”O Thursday, a local villagers informed me about my camel,” he said, adding that he rushed to the spot and found his camel in a horrific condition where a part of his front leg was missing and blood was dripping from his cut leg.22
Sanghar police took notice of the incident, news of which was widely circulated on social media, and contacted the owner of brustalised camel, Soomar Behan, who was a poor peasant. The police officials said the peasant had refused to identify the culprit and press charges against him, hence police lodge on FIR on behalf of the state against six unknown persons under Section 429: (MISCHIEF BY KILLING OR MAIMING CATTLE ) and Section 34: (COMMON INTENTION) OF PPC.21 . 26.25
When police tried to arrest the six suspects on Saturday they allegedly resisted and attacked them, according to another FIR filed by police. The six suspects were identified as Rustum Shar, and five of his servants; Gul Baig Lashari, Abdul Shakoor Shar, and Darya Khan Shar, Abid Sher, Jaffar Jatt and were arrested near Sanghar. According to sun-inspector Atta Hussain Jutt the suspects were presented before duty magistrate Asif Sial on Sunday where police requested the suspects be remanded for 14 days. For further investigation positing that they needed to find the weapon used in inccident.21
The magistrate, however remanded the suspects to police custody for only four days.21 The land where the camel had allegedly trespassed and had to pay with its leg allegedly belonged tp Abdul Rasheed Shar. Meanwhile , Advocate Asifa Abdul Rasool Khowaja , a lawyer , said that pakistan has law reluting to animal cruetly . She said that while there exist the prevention of cruetly to Animals Act 1890, it was not quite stringent enough to prevent such incidents in future.22
”The law only offers simple imprisonment for a term of one month if a person harms an animal once,and if they repeat the offense within three years , they shall undergo imprisonment for three month ,”. She disclosed, emphasising the need for strengthening laws which can act as a deterrent againt incidents.22
While the police is still doing its work, proper medical treatment is being provided. Shazia Atta Marri, pakistani lawmaker from Sanghar wrote on X.23
1.2 Notice & Treatment:
The 8-month -old female camel was in acute pain and everyone was coming together to help the camel because prosthetic would take time as it needed around two months for the wound to heal before proper measurements could taken.23
PPP Minister Shaiza Marri and former PPP Sentor Quratulain Marri took stern and notice of the camel mutilation incident. In a joint statement , they said that veterinary doctors referred them to CDRS, and rescuing the camel was a ” Joint effort”.21
Anas Niaz, co-founder of pakistan’s BIONIKS biotechnology start up, said his Organization was trying to make the limb for camel. ”As camel will need replacement from time to time, this will be an ongoing process, that we are actively managing. BIONIKS said it was dedicated to well-being of camel in need and its team led by co-founder and CEO Ovais Hussain Qureshi, visited camel’s shelter in karachi to assess its condition and provide assistance.23
CDRS Benji said its staff had cleaned the camel’s wound to make sure it was not infected, 23 CDRS Benji Director Sarah Jahangir told that camel affectionately named ”Cammie” by shelter staff , is stable but her leg is infected She said.23
Sindh governor Kamran Tessori has praised the provincial government for taking responsibility for camel’s treatment and has also demanded that the real culprits be brought to justice.24
Separately, Sindh CM Murad Ali Shah took notice of the incident and has directed the police to take strict action against the suspects.22 Painful incident of cutting camel’s leg Sindh Government announced to give two camels to victim .(Soomar Behan) to support financially and economically.

LITERATURE REVIEW
The Saleh (AS) is a prophet who appears in the Quran. He is said to have prophesied to the tribe of Thamud in ancient Arabia, before the lifetime of the Islamic Prophet Muhammad. The story of Saleh (AS) is connected with the story of the she-camel of God, which was the gift bestowed by God on the people of Thamud. When they wanted a miracle to confirm that Saleh (AS) was indeed a prophet.
2.1 The Story of Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ)
Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ) was from the family of Prophet Nuh (عَلَيْهِ ٱلسَّلَامُ). Allah (سُبْحَٰنَهُۥ وَتَعَٰلَىٰ) sent him to guide the Thamud people, an ancient tribe who lived in Al-Hijr, a place now called Madain Saleh in northwestern Arabia.The Thamud people came after the Ad tribe, who were very powerful and wealthy. The people of Ad were strong, tall, and skilled builders who constructed tall towers. However, because they were arrogant and repeatedly ignored the warnings of Prophet Hud (عَلَيْهِ ٱلسَّلَامُ), Allah (سُبْحَٰنَهُۥ وَتَعَٰلَىٰ) brought about their downfall.
The Qur’an mentions:
فَأَمَّا عَادٞ فَٱسۡتَكۡبَرُواْ فِي ٱلۡأَرۡضِ بِغَيۡرِ ٱلۡحَقِّ وَقَالُواْ مَنۡ أَشَدُّ مِنَّا قُوَّةًۖ أَوَلَمۡ يَرَوۡاْ أَنَّ ٱللَّهَ ٱلَّذِي خَلَقَهُمۡ هُوَ أَشَدُّ مِنۡهُمۡ قُوَّةٗۖ وَكَانُواْ بِـَٔايَٰتِنَا يَجۡحَدُونَ( Ayah :15)
English Translation:
“The people of ‘Aad were arrogant and said, “Who is stronger than us?” They didn’t realize that Allah, who created them, is far stronger. Yet, they ignored and rejected His signs.”3
The people of ‘Ad were completely destroyed, and nothing remains of them except what is mentioned in the Qur’an. Unlike the Pharaohs, who left the Pyramids, the Thamud people’s buildings still exist today as a lesson for us.
أَلَمۡ تَرَ كَيۡفَ فَعَلَ رَبُّكَ بِعَادٍ (Ayah: 6)
إِرَمَ ذَاتِ ٱلۡعِمَادِ ( Ayah :7)
ٱلَّتِي لَمۡ يُخۡلَقۡ مِثۡلُهَا فِي ٱلۡبِلَٰدِ (Ayah: 8)
وَثَمُودَ ٱلَّذِينَ جَابُواْ ٱلصَّخۡرَ بِٱلۡوَادِ ( Ayah: 9)
وَفِرۡعَوۡنَ ذِي ٱلۡأَوۡتَادِ ( Ayah : 10)
ٱلَّذِينَ طَغَوۡاْ فِي ٱلۡبِلَٰدِ ( Ayah : 11)
فَأَكۡثَرُواْ فِيهَا ٱلۡفَسَادَ ( Ayah : 12)
فَصَبَّ عَلَيۡهِمۡ رَبُّكَ سَوۡطَ عَذَابٍ ( Ayah :13 )
English Translation:
“Have you not considered how your Lord dealt with ‘Aad – [With] Iram – who had lofty pillars, the likes of whom had never been created in the land? And [with] Thamud, who carved out the rocks in the valley?. And [with] Pharaoh, owner of the stakes? [All of] whom oppressed within the lands. And increased therein the corruption. So your Lord poured upon them a scourge of punishment. “4
The 15th chapter of the Qur’an, “Surah Al-Hijr,” means “The Stone” or “The Stoneland.” It refers to how the Thamud people built their temples, homes, and tombs by carving into mountains. They came after the people of ‘Ad and knew about Allah. In the beginning, they worshipped only Him, but as they became rich and successful, they grew proud. They started thinking they were better than others. Their pride led them to build castles, idols, and statutes to show off. Instead of helping the poor, they became selfish and cruel. The Qur’an, in Surah Ash-Shu’ara (verses 128-129), talks about how they became too focused on worldly things and forgot about the Hereafter.
أَتَبۡنُونَ بِكُلِّ رِيعٍ ءَايَةٗ تَعۡبَثُونَ (Ayah: 128)
وَتَتَّخِذُونَ مَصَانِعَ لَعَلَّكُمۡ تَخۡلُدُونَ (Ayah: 129)
English Translation:
“Do you build monuments on every high place just for show,” (128) “and make strong palaces as if you will live forever?5
2.2 About Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ):
Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ) was not just an ordinary man among the people of Thamud. He was well-respected and known for his honesty, wisdom, and strong character. The people admired him and were ready to make him their leader. At this time, Allah (سُبْحَٰنَهُۥ وَتَعَٰلَىٰ) made him a Prophet. After receiving this responsibility, Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ) started guiding his people, telling them to stop worshipping idols and believe in the Oneness of Allah (Tawheed).
My people, worship Allah; there is no god but Him. He created you from the earth and made it your home. So, ask Him for forgiveness and turn to Him in repentance. Truly, my Lord is near and answers prayers.
— (Surah Hud, ayah 61)
People were disappointed by this speech. They respected Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ), but they didn’t like the new message he brought.
“O Saleh, you were once a person full of hope among us. Now, do you tell us to stop worshiping what our ancestors worshipped? We are confused and uncertain about the message you are bringing to us.6’’
2.3 The Continued Dawah:
Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ) continued preaching to the Thamud people, using reason and logic. Slowly, a few more people began to believe in his message. This made the leaders worried, as they feared his followers would grow in number. To stop him, they approached Saleh (عَلَيْهِ ٱلسَّلَامُ) and said that they would worship the same gods as their ancestors, but only if he could show them a miracle. They didn’t actually believe he could do it, and planned to make the miracle impossible. . They said point at a big boulder, and he will break it in two. From there, a large, woolly, and sexy female camel should come, and also ten months pregnant. And also, she could be producing milk enough to feed the whole town.
They laughed, as they thought it was a joke. But Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ) did not care. Prophet Muhammad (ﷺ) is also known to be that person who was good by nature.
People who knew Muhammad before he became a prophet liked and respected him. He was called Al-Amin, which means “The Trustworthy One.” When they told people that doing wrong was bad, however, they were met with anger and rejection.
With the Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ), a similar situation took place. This prophet was on the brink of being chosen by the people to be their leader when he received the word of Allah. He made them upset and hostile, saying, “You used to esteem us as such.” With the Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ), a similar situation took place. Despite this, not everyone abandoned Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ). Some modest people were moved by his sincere message and recognized the truth. Unlike the wealthy and powerful, who were blinded by their status, these people were more open to change. For the elite, their wealth and power made it difficult to accept Prophet Saleh’s (عَلَيْهِ ٱلسَّلَامُ) message, so they dismissed him as mad or possessed instead of confronting their own immoral behavior.
Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ) was determined to guide his people to the path of Allah (سُبْحَٰنَهُۥ وَتَعَٰلَىٰ). He prayed to Allah to fulfill the people’s request. One day, Saleh (عَلَيْهِ ٱلسَّلَامُ) gathered his people to show them a miracle.

“And to the Thamūd [We sent] their brother Salih. He said, “O my people, worship Allāh; you have no deity other than Him. There has come to you clear evidence from your Lord. This is the she-camel of Allāh [sent] to you as a sign. So leave her to eat within Allāh’s land and do not touch her with harm, lest there seize you a painful punishment.”7
The she-camel was a miracle that convinced many people to embrace Islam. The people of Thamud had asked Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ) for a large camel with a big appetite as a sign, and it appeared as they wished.
Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ) warned his people not to harm the she-camel, which was a sign from Allah. He told them to let it graze freely and share the water from the well, taking turns. Allah had instructed Prophet Saleh, “We are sending this she-camel as a test for them. Watch them patiently and make sure they know to share the water fairly.”8
2.4 The Planned Attack:
The disbelievers were fed up with the situation. They had asked for a sign from Allah, but now they were irritated by it. The arrival of the huge she-camel disrupted their usual routines for feeding and watering their animals, which they found inconvenient. They had wanted a big camel, but then complained because it needed more food and water than their own animals. The she-camel was so large and unusual that it scared their other animals away. But their frustration with the camel was more than just practical—it was a constant reminder of their mistakes.
“The Qur’an then mentions,
“”The most wicked one among them moved to kill the she-camel, but the Messenger of Allah warned, ‘Do not harm Allah’s camel or stop her from drinking!’”9
One of the disbelievers in the town was determined to get rid of the camel. He gathered eight other people to help him and got the whole town to support him. Despite Prophet Saleh’s (عَلَيْهِ ٱلسَّلَامُ) warning of severe punishment, they went ahead with their plan to harm the camel.

The townspeople rejoiced and praised the men who killed the she-camel. They even ate its meat. When Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ) found out, he quickly went to warn them, but it was too late.
The people made fun of him, saying,
“The people said, “O Saleh, if you really are a messenger, bring the punishment you keep warning us about.” Saleh replied,
Prophet Saleh (عَلَيْهِ ٱلسَّلَامُ) told the disbelievers, “Stay in your homes for three days. This is a promise that will not be broken.” The disbelievers mocked him, asking for the punishment to come quickly. Saleh replied, “Why do you want evil to come before good? Why don’t you ask Allah for forgiveness so that you may receive His mercy?”
They replied,
“They said, “We see you and your people as a bad omen.” Saleh replied, “The bad omen is with Allah, but you are being tested.”11
people paid no heed. They were fully committed to their cause of corruption. The nine conspirators convened to kill the Prophet next.“
“Take a mutual oath by Allah that we will kill him by night, he and his family. Then we will say to his executor, ‘We did not witness the destruction of his family, and indeed, we are truthful.”
2.5 Allah’s Plan-
Meanwhile Allah had a plan for the people of Thamud,
“And they planned a plan, and We planned a plan, while they perceived not”
— (Surah An-Naml, 27:50)
So, He instructed Saleh (عَلَيْهِ ٱلسَّلَامُ) to gather his followers and leave town.
Thamud destroyed (Surah An-Naml, 27:49)This is the case for all those who ask for miracles, and when they’re revealed and they continue in their defiance, they are destroyed. Remember when the people asked Isa (عَلَيْهِ ٱلسَّلَامُ), “The disciples of Jesus (Isa) asked, “O Jesus, son of Mary, would your Lord be willing to send us a table of food from the sky?”Isa (peace be upon him) replied, “Be mindful of Allah and fear Him, if you are true believers.”
“Have fear of Allah, if you truly believe.” Then, the person turned to Allah, asking for the best foods from heaven. Allah then responded.
قَالَ ٱللَّهُ إِنِّي مُنَزِّلُهَا عَلَيۡكُمۡۖ فَمَن يَكۡفُرۡ بَعۡدُ مِنكُمۡ فَإِنِّيٓ أُعَذِّبُهُۥ
عَذَابٗا لَّآ أُعَذِّبُهُۥٓ أَحَدٗا مِّنَ ٱلۡعَٰلَمِينَ (Ayah :115)
English Translation:
“Yes, I will send it to you, but if anyone among you disbelieves afterward, I will punish them in a way that I have not punished anyone else in the world.”12
The disbelievers of Thamud had no one to help them that day. They faced the anger of Allah.
“At the same time, Allah’s mercy saved Prophet Saleh and the believers. When he returned to Al-Hijr one day, he saw the destruction of his people and said with a sad heart,
“O my people, I truly shared my Lord’s message with you and gave you advice, but you didn’t want to listen to it.13”
2.6 Hijr-Day Al-modern
Narrated Abdullah bin Umar (ra): (While we were going for Battle of Tabuk and when we reached the places of the dwellers the lahof Al-Hijr), Allah’s Messenger (ﷺ) said about the dwellers of Al-Hijr (to us). “Do not enter the homes of these people unless you are weeping. If you do not weep, then do not enter, or you may suffer the same fate they did.”
Today, these signs remain from Allah (سُبْحَٰنَهُۥ وَتَعَٰلَىٰ), not for us to enjoy a vacation. Rather, we should return to these places, “weeping” in the sense it should be a reminder, a lesson to learn from their mistakes.Narrated ‘Aishah (may Allah be pleased with her): “When the Prophet (ﷺ) saw storm clouds he would pace back and forth. And when it rained, he would relax.” She said: “I said something to him about that, and he said: ‘What do I know?’ Maybe it is as Allah, Most High said: “And when they saw it as a cloud approaching their valleys, they said, “This is a cloud bringing us rain!” But Hûd replied “Rather, it is that for which you were impatient: a wind, within it a painful punishment,” (46:24 & Sahih (Darussalam) Jami at-Tirmidhi 3257).
· ACCORDING TO SECTION 429:MISCHIEF BY KILLING OR MAIMING CATTLE , ETC; OF ANY VALUE OR ANY ANIMAL OF THE VALUE OF FIFTY RUPEES:
Whoever commits mischief by killing ,poisoning ,maiming or rendering useless , any elephant ,camel ,horse , mule ,buffalo ,bull ,cow or Ox, Whatever may be the value of fifty rupees or upwards , shall be punished with imprisonment of either description for a term which may extend to five years , or with both.25
· ACCORDING TO SECTION 34 OF PPC ( Pakistan Penal Code):
· ACT DONE BY SEVERAL PERSONS IN FURTHERANCE OF COMMON INTENTION :
When a Criminal Act is done by several persons, in furtherance of common intention of all, each such person is liable for that act in same manner as if it were done by him a alone.25

3.1 RESEARCH OBJECTIVES:
The study aims to:
⦁ Raising awareness about animal cruelty.
⦁ Examine the legal implications and response from authorities and NGOS involved in the rehabilitation of affected animal.
3.2 RESEARCH DESIGN:
A mixed –methods approach will be employed ,integrating both qualitative and quantitative data collection methods to provide a comprehensive understanding of the incident.

⦁ Mund jamrao village to explore local attitudes towards animal treatment,perception of animal rights ,and reaction to the incident.This will help guage community sentiment and potential culture factors influencing attitudes towards animal.

This camel, a gentle and innocent creature, has suffered at the hand’s of a cruel culprit . It’s time to demand justice and ensure that such acts of brutality do not go unpunished. The person responsible should not only cover the cost of the camel’s medical treatment and a prosthetic leg but also face jail time for their actions.
Moreover, they should be required to serve this camel, dedicating at least the next five years to its care and rehabilitation. This isn’t just about punishment; its about compassion and responsibility. By ensuring the culprit directly contributes to the healing and well-being of the camel, we send a powerful message that animals are not to be mistreated and that those who harm them will be held accountable. This approach also promotes empathy and understanding, as culprit will come to see the impact of their actions firsthand. We should raise our voices for those who cannot speak and fight for justice to protect the rights and well-being of all creatures.
The incident camel leg cuts off in Sindh, has raised serious concerns about animal cruelty and the need for stricter enforcement of laws to protect the animals The incident has also sparked discussions about the islamic principles on animal welfare and the lessons from the story of Prophet Saleh [As].The story of Prophet Saleh [AS] in Quran serves as a cautionary tale about the consequences of cruelty towards animals. The Quran states that the people os Thamud ‘’hamstrung’’ the she- camel ,an act that was considered a grave sin.
The incident in Sanghar, has exposed the urgent need for stronger animal welfare laws and their effective implementation in Pakistan. It has also highlighted the importance of adhering to islamic principles of kindness & compassion towards animals, and the prohibition of causing them unnecessary harm or suffering. The government’s response, while commendable, must be followed by concrete actions to ensure that such incidents do not occur in the future and that perpetrators are held accountable under the Law.

· Kunri Incident: Shortly after the Sanghar case, another camel was found dead with its legs amputated. This incident further fueled concerns about animal safety and the need for stricter enforcement of animal welfare laws.30
· Punjab: While there are cases of neglect and cruelty, they are less frequent compared to Sindh, but still notable in certain rural regions.
· Donkey Mutilation Case: In a separate incident, a donkey’s ears were cut off during a land dispute near Rawalpindi. This act of cruelty was condemned widely, and authorities took swift action by arresting the perpetrators.31
· Khyber Pakhtunkhwa: Cruelty cases are fewer, but issues related to animal labor and mistreatment are still present in some rural areas.
· General Reports: While specific incidents were less reported, there have been ongoing discussions about animal welfare and the need for better regulations to protect animals from cruelty. Advocacy groups have highlighted the importance of updating outdated laws related to animal rights .
· Balochistan: The least reported region, with incidents of cruelty being sporadic, though still a concern in isolated areas.
