Jamaat-e-Islami in its manifesto vows to establish Islamic, democratic & progressive Pak according to the supremacy of Qurran & Sunnah

LAHORE, Feb 06 (SABAH): Jamaat-e-Islami Pakistan in its manifesto has vowed to establish Islamic, democratic and progressive Pakistan according to the supremacy of Qurran and Sunnah after coming into power after winning the 8th February 2024 General Elections. JI has vowed to eliminate un-Islamic laws, feudalism, interest based economy, corruption and obscenity. Revolutionary reforms will be brought in the judicial system and cases will be decided in maximum time of 6 months. Extra-constitutional and extra-judicial arrests, murders and enforced disappearances will be stopped. The mosques and religious seminaries will be protected. JI has vowed to restore the weekly holiday of Friday after coming into power.

JI has vowed to form the foreign policy of the country while following the core principles of Islam, centered on securing the unity and security of Pakistan, championing the freedom of Jammu and Kashmir, and supporting the right to self-determination for the Kashmiri people. “Our interactions with the international community will be characterized by justice, equity, peace, and a non-interventionist approach” the JI says in its manifesto.

Jamaat-e-Islami Pakistan has issued the English version of its manifesto for General Elections 2024 going to be held in whole country on 8th February.

Jamaat-e-Islami Emir Sirajul Haq’s Message
Allah Almighty has bestowed upon Pakistan a multitude of blessings, including a highly strategic location, abundant rivers, valuable minerals, oil, and gas. Additionally, Pakistan boasts a vibrant population, with 60 percent being composed of enthusiastic and capable youths, contributing to a staggering population of around 240 million individuals. These inherent strengths present the potential to elevate Pakistan to a position of strength and development. However, regrettably, despite these remarkable human and natural resources, Pakistan finds itself grappling with the pernicious grip of poverty, ignorance, corruption, and lawlessness, casting a dark shadow over the nation’s economic prospects.
The erosion of cultural and ideological values adds to the woes faced by the nation. The onus for these unfortunate circumstances falls upon the shoulders of the corrupt civil and military rulers, whose incompetence and incapacity have exacerbated the country’s problems.
In stark contrast, the Jamaat-e-Islami Pakistan (JIP) has consistently demonstrated its dedication to the betterment of society. Upholding the values of Islam, democracy, and the rule of law, JIP has selflessly worked towards the development and prosperity of the people, despite its limited representation in the Parliament. Notably, JIP played a crucial role in the coalition government of Khyber Pakhtunkhwa (KPK) on two occasions, where it successfully championed the case of 110 billion rupees profit for electricity consumers. The party’s initiatives have led to the establishment of schools and colleges, the development of an extensive network of roads, and the presentation of seven tax-free budgets under the coalition government. Furthermore, JIP’s commitment to education is exemplified by providing free books, uniforms, and education up to the Matric level, along with offering free medical treatment during emergencies at hospitals.
JIP’s achievements extend beyond the realm of governance. It has fostered a robust industrial sector, introduced a new and welfare-oriented Local Government system, banned interest-based loans, and promoted Islamic banking. Such efforts were recognized by the World Bank, leading to the Federal Government awarding KP with 1 billion rupees. Notably, JIP has established numerous local governments from Karachi to Chitral, consistently displaying excellence in performance while successfully completing various development projects. The party’s representatives, including MNAs and MPAs, have maintained an untarnished reputation free from corruption charges.
Moreover, JIP has shown unwavering dedication in defending Pakistan both geographically and ideologically. Countless workers have selflessly sacrificed their lives for the nation’s defense, while the party’s humanitarian arm, Al-Khidmat Foundation, has diligently served the people during times of crisis, regardless of differences in color, creed, race, or sex. As a result, JIP has become an emblem of ability, capacity, service, and integrity.
At its core, JIP aspires to transform the economic, social, and political landscape of Pakistan, advocating for a system grounded in the principles of the Quran and Sunnah, akin to the Islamic state of Madinah. The party’s election manifesto presents comprehensive solutions to the country’s myriad challenges, and it boasts a competent team of qualified and experienced individuals capable of excelling in diverse fields.
I earnestly appeal to the people of Pakistan to place their trust and cast their vote in favor of JIP in the general elections. Supremacy of Quran and Sunnah
JIP is committed to upholding the paramount importance of the Quran and Sunnah in accordance with the constitution of Pakistan. These sacred sources will guide the nation’s principles and values.
Rule of Law, Constitution, and Democracy
The party firmly advocates for the rule of law, respecting and adhering to the constitution, and embracing democratic principles that ensure the equitable representation and participation of all citizens.
Progress and Prosperity of the People of Pakistan
JIP strives for the advancement and prosperity of all people across the nation, fostering an environment where every individual can flourish and contribute to the country’s growth.
Prosperous Provinces and Society
The party aims to create prosperous and thriving provinces that collectively form a harmonious and united society, fostering mutual understanding and cooperation.
Women Welfare
JIP is dedicated to safeguarding the rights of women, ensuring that they are provided with equal access to education, opportunities for progress, and the protection of their religious and legal rights. Any exploitation of women, politically, socially, or economically, will be strictly prohibited.
f) Interest-Free Economy
JIP advocates for a robust and interest-free economy, freeing the nation from the influence of international financial institutions, while fostering self-reliance and financial stability.
g) Human Rights
The party seeks to establish a just and peaceful society where every citizen has access to employment, quality education, medical facilities, and secure housing.
Security, Defense, Foreign Policy
JIP places great emphasis on national security and a strong defense mechanism, ensuring that Pakistan’s sovereignty is protected while maintaining an independent foreign policy.

Islamic Pakistan
In pursuit of the vision of Islami Pakistan, JIP outlines a comprehensive plan to realize the undermentioned goals:
a) Supremacy of Quran and Sunnah
JIP will steadfastly adhere to the teachings of the Quran and Sunnah, in alignment with the constitution, as the guiding principles for the nation’s affairs.
b) Finality of the Prophethood
JIP remains committed to safeguarding the sanctity of the belief in the finality of Prophethood and protecting the honor of Hazrat Muhammad (PBUH), while discouraging any misuse of blasphemy laws.
c) Protection of the basic Human Rights
JIP guarantees the complete protection of basic human rights, ensuring the dignity and well-being of all citizens.
d) Protection of Women’s Rights
The party is resolute in protecting and upholding the religious and legal rights of women, preventing any political, social, or economic exploitation.
e) Elimination of Non-Islamic Laws
JIP pledges to abolish all laws that are not in accordance with Islamic principles through parliamentary measures.
f) Reformation of the Islamic Ideological Council
The party will reinstate the Islamic Ideological Council, ensuring that no legislation is passed by the Parliament without its approval.
g) Interest-free Economy
Measures will be taken to implement an interest-free economic system in accordance with the constitution and Shariah Court decisions.
h) Support to the Underprivileged
JIP is dedicated to providing food, clothing, medical treatment, and residence for orphans, disabled individuals, widows, and senior citizens.
i) Legitimate Earnings
The party will promote legal means of earning while curbing illegal financial activities.
j) Promotion of Religious and Sectarian Harmony
JIP will implement a code of conduct in consultation with religious scholars to foster religious and sectarian harmony.
k) Islamic Education
Every Muslim child will be required to learn the Quran and its translation in educational institutions.
l) Support to Masajid and Madrassas:
JIP will provide official support to scholars and teachers in masajid and madrassas.
m) Minorities Freedom
The party guarantees complete freedom for non-Muslims (minorities) to practice their religion and enjoy all constitutional, civil, and social rights as other Pakistanis.
n) Restoration of Friday’s Holiday
JIP will restore the significance of Jumma-tul-Mubarak as a weekly holiday.

Democratic Pakistan
a) Sovereign Parliament
JIP envisions a robust and empowered Parliament, serving as the guardian of Islam, the constitution, democracy, and the fundamental human rights, in accordance with the vision of Allama Iqbal and the Quaid-e-Azam Muhammad Ali Jinnah.
To achieve this objective, JIP pledges to create a serious and favorable atmosphere in the National Assembly and the Senate, ensuring the supremacy of the constitution and the Parliament. The party aims to liberate the parliamentary system from the clutches of feudal and family politics, promoting a more inclusive representation that embraces the leadership of the poor and the middle class.
Recognizing the significance of well-equipped lawmakers, JIP will establish a training center dedicated to enhancing the capacity and competence of Parliamentarians, equipping them with the necessary skills to address the nation’s challenges effectively.
Furthermore, JIP is committed to curbing the interference of unseen powers and NGOs in the country’s political affairs, ensuring that all national institutions operate within their designated limits, discouraging any extra-constitutional measures.
b) Electoral Reforms
JIP recognizes the importance of free, transparent, and impartial elections as the cornerstone of a thriving democratic system. To this end, the party will spearhead electoral reforms in close consultation with other political parties.
JIP aims to foster harmony among political parties, advocating for the adoption of the proportional representation method in elections. This approach ensures that no vote goes to waste and every party receives representation in the Parliament and Provincial assembly proportionate to their vote share.
The party is determined to eradicate the influence of unseen forces on elections and address issues related to electoral expenditures. JIP will put an end to the practice of blackmailing and horse-trading by electables, promoting a more principled and accountable electoral process.
As a critical step towards accountability, an independent, free, and impartial commission will be established to assess the abilities, honesty, and reputation of Parliamentarians and Provincial assembly members in accordance with the articles of 62 and 63 of the constitution.
JIP recognizes the crucial role of the Election Commission of Pakistan in ensuring the integrity of the electoral process. As such, the party will advocate for granting the commission complete financial and administrative independence.
In line with the goal of conducting fair and efficient elections, comprehensive rules and regulations will be devised to address the delineation of constituencies, preparation of electoral rolls, and the training and appointment of election staff.
JIP aims to enhance the competence and diversity of assembly members by ensuring the presence of competent individuals from all sectors and departments. The party will actively seek consultation with political, religious, and Parliamentary parties to achieve this objective.
Finally, JIP will champion the rights of overseas Pakistanis, granting them the right to vote and representation in the Parliament, fostering a more inclusive and representative democratic landscape.
c) Constitutional Reforms
JIP recognizes the significance of constitutional reforms in shaping a strong and progressive nation. To this end, the following key reforms will be undertaken:
Urdu as the National Language and Medium of Basic Education: Urdu will be designated as the National language and will serve as a medium of basic education, promoting linguistic unity and cultural identity.
Examinations in Urdu and English for Higher Designations: To ensure proficiency in both Urdu and English, examinations for higher designations will be conducted in both languages.
Effective Accountability System: An impartial and effective accountability system will be established in accordance with the constitution to ensure transparency and accountability at all levels of governance.
Shifting NAB’s Jurisdiction to Judiciary: To ensure the integrity of the judicial process, the jurisdiction of the National Accountability Bureau (NAB) will be brought under the purview of the Judiciary, avoiding the existence of a parallel judiciary.
Discouraging VIP Culture and Unnecessary Protocol: JIP aims to discourage the prevalent VIP culture and unnecessary protocol, fostering a more equal and accessible society.
Reviewing Legislation on External Pressure: Legislation in the Parliament will be reviewed to address issues related to external pressure, ensuring legislative independence.
Strengthening Local Government and Transfer of Authority: To empower local communities, administrative and financial authority will be transferred to the local level, ensuring the smooth functioning of local governments.
Preventing Extra-Judicial Killings and Violence: Measures will be taken to prevent extra-judicial killings and violence, ensuring the protection of human rights and the rule of law. Efforts will also be made to locate and recover missing persons.
Appointment of Qualified Judges: Experienced and reputable judges from lower courts will be appointed as judges of High Courts and the Supreme Court, promoting a merit-based judiciary.
Full Implementation of Constitutional Articles: JIP will work diligently to fully implement all the articles of the constitution, ensuring that the rule of law prevails in the country.
Recognition of Federal Shariah Court Judgments: The judgments of the Federal Shariah Court will be regarded as final and irrevocable, bolstering the integrity of the legal system.
d) Inclusive and Empowered Local Governments
JIP emphasizes the importance of strong and empowered local governments as an essential component of effective governance. The following measures will be taken to achieve this objective:
Constitutional Protection and Timely Elections: A new chapter and schedule will be added to the constitution, in consultation with other political parties, to safeguard local governments and ensure timely elections.
Transparent Funds Transfer: Funds will be transferred to local governments through provincial monetary commissions, ensuring transparency and accountability in financial matters.
Financial and Administrative Independence: Local institutions will be granted financial and administrative independence, empowering them to make decisions that directly benefit their communities.
Direct Transfer of Development Funds: To expedite development initiatives, JIP will ensure the direct transfer of development funds from Federal and Provincial Governments to local authorities.
Preventing Interference and Suspension: Measures will be put in place to prevent the suspension of district governments and the interference of higher governments, fostering local autonomy and effectiveness.
Establishment of Independent Conciliatory Courts: At the local level, independent conciliatory courts will be established under district institutions to resolve disputes and promote justice.
e) Independent Media
JIP recognizes the crucial role of media in promoting transparency, accountability, and freedom of expression. The party is committed to fostering an independent and responsible media environment, implementing the following measures:
Ensuring Access to Information: JIP will work to ensure that both media organizations and citizens have unfettered access to information, promoting a transparent and informed society.
Strengthening Freedom of Expression as a Human Right: The party will strengthen laws to protect freedom of expression as a basic human right, safeguarding the voices of the people and media professionals.
Eliminating Unfair Official and Unofficial Pressure: JIP will take steps to liberate media from any unfair official or unofficial pressure, allowing media to operate freely and responsibly.
Ensuring Security for Media Workers: All media workers will be provided with security without discrimination, safeguarding their well-being and fostering an environment conducive to open journalism.
Combating Fake News: A comprehensive strategy will be developed in consultation with stakeholders, including journalist organizations, to combat the spread of fake news, upholding media integrity.
Inclusion of Journalists in Sensitive National Matters: Journalists will be taken into confidence regarding sensitive matters of national security, ensuring responsible reporting and accurate representation.
Promoting Islamic Civilization: Media will be encouraged to become a symbol of Islamic civilization, reducing the influence of Western and Indian media, and promoting national identity.
Code of Conduct to Regulate Content: JIP will work collaboratively with political and religious parties, PEMRA, media organizations, and the Ministry of Information and Broadcast to develop a code of conduct that checks immoral programs, plays, and advertisements, with strict implementation.
Digital Media Policy: A comprehensive digital media policy will be formulated in consultation with IT specialists to provide ideological, moral, and educational training to the new generation, fostering a responsible and informed digital environment.

Economy and Governance
To achieve a robust economy and efficient governance, a comprehensive plan will be implemented through collaboration with political parties, economists, and other stakeholders. This initiative will lay the groundwork for Pakistan Vision 2050, outlining a long-term economic blueprint for the nation.
One significant step towards economic stability is the termination of the interest-based banking system, paving the way for an economy rooted in sound financial management and permissible sources of income. Additionally, the prevailing culture of luxury and VIP privileges within the government will be replaced with a more streamlined and simplified governance style.
The eradication of cartels and mafias will be prioritized, fostering a fair and competitive economic environment. Measures to stabilize food and commodity prices will also be taken to alleviate the burden on citizens and enhance economic security.
To streamline tax systems, comprehensive reforms will be introduced both at the central and provincial levels, with a commitment to maintain the General Sales Tax at less than 5%. Furthermore, to encourage business growth and reduce bureaucracy interference, the One Window Business Project will be established.
In pursuit of a globally integrated economy, transaction fees for cash transfers both domestically and internationally will be reduced by banks. Furthermore, efforts will be made to bridge the economic gap among different segments of society by ensuring the equal distribution of wealth and resources.
A significant social welfare program will be introduced, involving the collection of Zakat and Usher from 100 million people. This initiative aims to provide financial assistance of 250 thousand rupees annually to every deserving family in need.
The government will extend specialized support to the agro-based, cottage, small, and medium industries. Additionally, a concrete strategy will be devised to alleviate debts owed to international and local financial institutions like the World Bank, IMF, and local banks.
To promote economic growth, overseas Pakistanis will be encouraged to invest in development projects. By boosting exports and curbing unnecessary imports, the nation can bolster its economic standing on the global stage.
To stimulate domestic industry, tax concessions will be granted for ten years to businesses involved in the production of previously imported raw materials. Similarly, overseas Pakistanis will be provided the opportunity to purchase government-owned commercial land, on the condition of cash payment, to foster investments.
The establishment of tax-free zones for ten years in areas specializing in specific crops and industrial production will further propel the nation’s exports. These zones will prioritize the production of value-added items with the intention of boosting international trade.
In pursuit of more transparent and accountable financial institutions, a thorough review of the State Bank of Pakistan’s operations will be conducted. The Governor of the State Bank of Pakistan will be made answerable to the government and parliament, ensuring better oversight and governance.
To empower individuals and foster entrepreneurship, a campaign titled “Chohta Karobar, Maashi Bahar” will be launched, encouraging people to establish their businesses instead of relying solely on jobs.
Recognizing the potential of Information Technology, meat exports, and agricultural value-added products, these sectors will be granted the status of an industry. This recognition will open new avenues for investment, employment, and growth in these vital sectors.
Through these comprehensive and forward-looking measures, Pakistan will be better equipped to attain a strong economy and effective governance, ensuring a prosperous and stable future for its citizens.
a) Increasing National Income
Efforts will be directed towards ensuring a fair and equitable tax system, where maximum taxes are collected from landlords, industrialists, and affluent individuals in proportion to their income. While striving to broaden the tax base, we will also aim to reduce the overall tax burden on the citizens.
A balanced approach between direct and indirect taxes will be maintained, allowing for a more efficient tax collection system. The Fix Tax Scheme will be thoroughly reviewed, and if found practical, it will be implemented to simplify the taxation process.
To enhance economic transparency, a comprehensive plan will be devised to document the economy, and revenue records will be computerized. Strong measures will be taken to combat money laundering and bolster the stability of the Pakistani currency.
To foster economic growth, we will strategize to maintain a yearly GDP growth rate double that of the population growth. Gradual implementation of agricultural tax, alongside the introduction of e.abayana and e.maliya schemes, will further contribute to economic stability.
b) Reducing Government Expenditures
A focused effort will be made to curtail non-developmental expenditures by up to 30%, promoting responsible fiscal management. Unnecessary expenses within government institutions will be trimmed, and a culture of simplicity and contentment will be encouraged.
The appointment of an efficient administration will be prioritized to transform national assets like PIA, Pakistan Steel Mills, and Pakistan Railways into profitable institutions. In the same vein, the provision of luxury cars and free petrol to high-ranking officials will be discontinued, saving substantial public funds.
The relaxation of tax benefits for affluent individuals will be abolished, resulting in savings of approximately 2 billion rupees annually. Salaries and allowances of parliamentary members and provincial assemblies will be reviewed, ensuring fiscal prudence.
In an eco-conscious move, government offices will embrace solar power systems to reduce electricity expenses. Simplicity will be promoted among government workers and officials to streamline operations and optimize resources.
To mitigate the burden on the government’s pension system, retirement funds of government workers will be invested in viable businesses, creating a self-sustaining mechanism.
c) Eliminating Debts
Our administration will prioritize efforts to reduce foreign and local debts while gradually achieving self-sufficiency. A well-structured schedule will be developed to meet debt repayment obligations promptly.
In a bid to conserve national resources, we will enforce a ban on the import of luxury vehicles, cosmetics, and unnecessary items, thereby saving valuable funds for essential investments and development projects.
Through these comprehensive measures, we aim to strengthen the national income, promote responsible financial management, and propel Pakistan towards a future of economic stability and growth.
d) Energy Policy Reforms
The energy policy will undergo a thorough review, specifically focusing on the agreements with Independent Power Producers (IPPs). Circular debts and load-shedding will be swiftly addressed with the utmost financial discipline, ensuring a stable and reliable energy supply.
To conserve energy resources, all government and private functions will be conducted during daylight hours, promoting energy efficiency. The unfair slab rates of gas and electricity will be eliminated, creating a more equitable system for consumers.
Efforts will be directed towards rectifying weaknesses in the electricity distribution system, including reducing line losses and minimizing load-shedding. Additionally, inexpensive alternative sources of energy will be introduced, prioritizing natural and renewable fuel options over imported ones.
The construction of important dam projects such as Bhasha, Akhori, and others will be expedited, harnessing the potential of hydropower. To encourage investment in hydro, solar, and wind energy projects, industrialists will be incentivized to participate.
The completion of the Pak-Iran gas pipeline on our side will be expedited to enhance energy connectivity. Moreover, wind energy projects will be initiated to tap into this renewable resource.
A modernized system for revenue collection through bills will be introduced to streamline the payment process and improve transparency. Furthermore, exploration efforts will be intensified to discover new oil, gas, and mineral resources to bolster energy reserves.
e) Tourism and Environment
In order to promote tourism, efforts will be directed towards developing tourist destinations in Northern areas, Upper Dir, Swat, Gilgit, Baltistan, Chitral, Sindh, Balochistan, Punjab, and Azad Kashmir. New roads will be constructed to facilitate easy access to these locations, and special planning will ensure the welfare and progress of local communities.
Safeguarding the environment of tourist areas will be a top priority, with effective measures to maintain cleanliness and preserve natural beauty. Modern transport facilities will be provided to enhance the tourism experience, while price control systems and robust security measures will be implemented to ensure tourists’ safety.
To support the growth of the hotel industry, special tax relaxations will be granted. Key areas like Swat, Chitral, Dir, Mansehra in KP, and Gorukh Hills in Sindh will be elevated to international-level tourist destinations.
Strict environmental laws will be formulated and enforced to combat pollution and promote conservation. Steps will be taken to regulate emissions from vehicles and industries, and proper disposal methods for industrial waste will be implemented.
To encourage sustainable practices, electrical transport will be promoted, and extensive campaigns will be launched to expand forest coverage and protect wildlife. Forests will be leveraged as a revenue-generating resource, benefiting both the economy and the environment.
f) Across-the-board Accountability
A robust and stringent accountability system will be established to eradicate bribery, kickbacks, commission, and all forms of corruption. An honest, competent, and respected individual will be appointed as the Chairman of the National Accountability Bureau (NAB).
To ensure the effectiveness of investigative institutions, NAB, FIA, and other agencies will be reorganized, and political interference and extra-judicial activities will be strictly prohibited.
Plea bargain practices will be abolished, and individuals proven guilty of corruption will have their assets confiscated. Concrete measures will be taken to recover the country’s wealth, and any corrupt individual will face punishment according to the laws of Shariah, which may include death sentence or life imprisonment, ensuring a strong deterrent against corruption.

Human Rights and Welfare
a) Justice for All
The judicial system will uphold the principles of justice based on the Quran and Sunnah, ensuring that no court delivers verdicts conflicting with these sacred sources. To expedite trials, the judicial system will be re-organized through consultations with higher judiciary and legal experts, ensuring a more efficient and speedy process.
To bring comprehensive reforms to the lower courts, an impressive and dynamic strategy will be devised. Special courts will be established to address the needs of the youth, providing them with immediate access to justice. An effective system of investigation for the judiciary will be developed to strengthen the process.
Civil and military cases will be resolved within six and three months, respectively, streamlining the judicial process. To extend justice to distant areas, mobile units of the judiciary will be introduced, benefiting people living in remote regions. Additionally, an online monitoring system will be implemented to ensure the proper implementation of judicial decisions. Fast track business courts will be set up to expedite commercial cases.
b) Peace for All
Police stations will be transformed into protection centers, instilling a sense of safety and trust in the community. Police officers will undergo religious, moral, and professional training to enhance their capabilities and foster public confidence in law enforcement.

Burn units will be set up at district levels to address burn-related emergencies effectively. To ensure employment opportunities and fair compensation, every doctor who completes their education will be guaranteed a position with a handsome salary.

a) Equal Rights and Opportunities
The Pakistani Community will be granted equal rights to education, employment, and civil rights, free from any form of discrimination, ensuring a level playing field for all citizens.
b) Protection of Religious Rights
We will guarantee the safety and sanctity of all religious sites, as well as the life, honor, and property of individuals belonging to various faiths.
c) Religious Laws and Justice
Non-Muslims will have the right to be governed by their religious laws in matters concerning their personal lives, and justice will be dispensed accordingly.
d) Zero Tolerance for Unfair Treatment
Any improper or unfair treatment of the Pakistani Community will not be tolerated, and strict measures will be taken to address such incidents.

Senior Citizens, Special People and Employees

a) Adjusted Salaries and Pensions
The salaries and pensions of employees will be annually increased in line with inflation rates, ensuring that their financial well-being is protected.
b) Tax Exemptions
Employees, both active and retired, will be exempted from paying taxes on their cars or motorbikes, providing them with financial relief.
c) Streamlined Pension System
An automatic system for pension payments will be adopted, ensuring that retired employees’ widows or daughters receive their rightful pensions without any delay or inconvenience.

National Security
To safeguard the sovereignty and prosperity of Pakistan, a comprehensive National Security Policy will be established, rooted in our Islamic values, democratic principles, and commitment to welfare. The policy will be shaped by the Quran, Sunnah, and the Constitution of Pakistan, reflecting our independent foreign policy and resolute defense of our ideological and geographical borders.
a) Inclusive Consultation
The National Security Policy will be formulated through extensive consultation with political parties, religious leaders, foreign and defense experts, and representatives. This collaborative approach will ensure a unified and holistic strategy, reflecting the collective will of the nation. The final policy will be presented to and approved by the Parliament, embodying democratic principles.
b) Nuclear Deterrence
Pakistan’s atomic program is the bedrock of its security and existence. Regardless of economic challenges, the country will never compromise or dismantle its nuclear program under foreign pressure. The program serves as a strong deterrent against any external threats to our sovereignty.
c) Pursuit of Global Peace
Pakistan will actively support peace efforts across the world, fostering cooperation and harmony. However, we shall not engage as a partner or supporter in any foreign wars, maintaining our stance as a sovereign nation.
d)Modernization of Armed Forces
The Army, Navy, and Air Force of Pakistan will be equipped with state-of-the-art weapons and technology to protect our Islamic values and territorial boundaries effectively.
e) Safety of Nuclear Assets
The atomic program and installations will be rigorously safeguarded at any cost, ensuring the inviolability of our nuclear assets.
f) Defense Budget
The defense budget will be allocated according to the nation’s needs, and discussions regarding its allocation will be conducted in the Parliament, promoting accountability and transparency.
g) Merit-Based Appointments
Services Chiefs will be appointed based on seniority and merit, and the Parliament will provide approval, upholding the principles of meritocracy and democratic oversight.
h) Indigenous Weapons Production

i) Elimination of Discretionary Spending

Foreign Policy
Our foreign policy will be grounded in the core principles of Islam, centered on securing the unity and security of Pakistan, championing the freedom of Jammu and Kashmir, and supporting the right to self-determination for the Kashmiri people. Our interactions with the international community will be characterized by justice, equity, peace, and a non-interventionist approach.
a) Ties with the Islamic World
We will forge robust relations with the Organization of Islamic Cooperation (OIC) and other Muslim-majority nations, emphasizing common strategies for economic, educational, and defense cooperation.
b) Relations with Key Muslim Nations
Special emphasis will be placed on building strong ties with countries such as Saudi Arabia, Turkey, Iran, and Afghanistan, recognizing the significance of our shared heritage and values.
c) Friendship and Trade with China
We will further strengthen our trade and brotherly relations with China, ensuring the timely completion of all projects under the China-Pakistan Economic Corridor (CPEC).
d) Balanced Relations with Global Powers
Our interactions with major global powers, including the United States, Russia, and the European Union, will be conducted on an equal basis, promoting mutual understanding and cooperation.
e) Relation with India
Our bilateral, friendly, and trade relations with India will be contingent on three crucial factors: respecting the right of self-determination for the people of Kashmir, resolving the Jammu and Kashmir issue, and reinstating the previous status of the occupied region.
f) National Kashmir Policy
The National Kashmir Policy will be presented to and approved by the Parliament, and it will be constitutionally protected to prevent any unwarranted changes by any government or institution.
g) Unified Identity of Jammu and Kashmir
The state of Jammu and Kashmir encompasses the occupied Jammu and Kashmir and Ladakh by India, as well as Azad Kashmir and Gilgit-Baltistan administered by Pakistan. Any division of this entity through constitutional amendments or silent agreements will not be accepted.
h) Support for Kashmir Freedom Movement
We will continue to extend political, moral, and ambassadorial support to the Kashmiri freedom movement, adhering to the United Nations resolutions and never faltering in our commitment.
i) Minister for Kashmir Affairs
A dedicated minister will be appointed to represent and advocate for the freedom of Jammu and Kashmir on the international stage.
j) Kashmir Welfare Fund
A Kashmir welfare fund will be set up to provide support and aid to the oppressed people of occupied Jammu and Kashmir.
k) Support for Freedom Movements
We will extend political, moral, and international support to the freedom movements of Al-Qiblah Awwal (Al-Aqsa Mosque) and Palestine, rejecting the legitimacy of an unjust Israeli state on sacred Palestinian land.
l) Respect for International Borders
We will uphold Islamic principles and respect all international borders in our diplomatic interactions.
m) International Agreements
All international agreements, including those related to education and trade, will be presented to and approved by the Parliament.
n) Diplomatic Appointments
The appointment of the permanent consulate of Pakistan in the United Nations, ambassadors in all countries, high commissioners, and special representatives will be subject to approval by the Parliament.
