Accountability Court Sukkur awards seven years sentence to Dr. Ghulam Hussain Unar, Ex-DHO Sanghar


SUKKUR, Dec 23 (SABAH): Accountability Court Sukkur while announcing its judgment on Thursday against the former District Health Officer Sanghar for Dr. Ghulam Hussain Unar for making appointments of 94 paramedic officials without publishing advertisement or constituting any selection committee in violation of rules and has awarded seven years of rigorous imprisonment and imposed a fine amounting to Rs. 107,390,353/- to the accused.

National Accountability Bureau (NAB) Sukkur received a complaint regarding allegations that Dr. Ghulam Hussain Unar, the then District Health Officer Sanghar made 94 appointments of paramedic officials without publishing advertisement or constituting any selection committee in violation of rules.

On the basis of said allegations, an inquiry was authorized which was converted into investigation against accused Dr. Ghulam Hussain Unar.

It was revealed during the course of investigation that accused Dr. Ghulam Hussain Unar, in his capacity as District Health Officer Sanghar, appointed 94x paramedic officials from BPS-1 to BPS-11 without publishing advertisement in any newspaper or notifying Departmental Selection Committee, which is violation of section (5) and (11) of Sindh Civil Servant (Appointment, Promotion and Transfer) Rules, 1974.

It was also revealed during the course of investigation that accused Dr. Ghulam Hussain Unar posted all the 94x illegally appointed officials during his incumbency as DHO Sanghar who had received a total of Rs. 107,390,353/- on account of salary.

Subsequent to the completion of said investigation, a reference bearing No. 14/2019 was filed before Honorable Accountability Court, Sukkur against accused Dr. Ghulam Hussain Unar as he misused his authority and rendered undue benefit to a selected number of persons, which amounts to corruption u/s 9(a) of National Accountability Ordinance, 1999.

Subsequent to the conclusion of trial proceedings, the Accountability Court announced its judgment on Thursday, thereby convicting accused Dr. Ghulam Hussain Unar of the offence of corruption. The court awarded the said accused seven years of rigorous imprisonment and imposed upon him a fine amounting to Rs. 107,390,353/-.
