Dr. Shamshad Akhtar constitutes an Implementation and Asset Distribution Committee for implementation of FBR restructuring plan

ISLAMABAD, Feb 03 (SABAH): Subsequent upon approval of the federal cabinet, Federal Minister for Finance and Revenues Dr. Shamshad Akhtar has constituted an Implementation and Asset Distribution Committee (I&ADC) for implementation of FBR restructuring plan.

Caretaker Minister for Finance and Revenues Dr. Shamshad Akhtar to the chairperson of the committee, while Secretary Law and Justice, Dr. Musharraf Cyan, Dr. Manzoor Ahmed. Syed Nadeen Rizvi, Member Administration, Mukarram Jah Ansari Member (Legal and Accounting), Afaq Ahmed Qureshi (Member Inland Revenue Policy), Sajid Mehmood Qazi Additional Secretary Revenue Division to be the members of the Committee.  Two separate committees namely Legal Sub-Committee and Finance and Administration Committee to help implement decisions of the federal cabinet and Implementation committees in this regard.

According to a notification issued here, terms or reference of the Committee have also been accorded approval, including i.e. Committee to provide technical advice for completion of statutory draft enshrine the core principle of operational autonomy and accountability of the tax administration after separation of tax policy and tax administration, also including the mandate of the Oversight Board and Federal Policy Board. Committee to monitor the work of the sub-committees to resolve disputes, expedite the drafting, review and approval of the legal instruments, and timely completion of their respective tasks relating to administrative and financial matters.

Committee to help facilitate issuance of necessary of necessary rules, regulations, notifications, statutory regulatory orders, administrative orders and other instructions. To help appropriate distribution of the human resource and assets between new inland revenue and customs organization, help completing transition plan. Two separate committees namely Legal Sub-Committee and Finance and Administration Committee to help implement decisions of the federal cabinet in this regard.

Legal Committee shall comprise Secretary Law as Chairman with Mukkaram jah Ansari (Member Legal), Afaq Ahmed Qureshi (Member Inland Revenue Policy), Ch Muhammad Javed (Chief legal), and Masood Akhtar (Chief Income Tax Policy) as members. This sub-committee to draft legislative instruments, amendments in fiscal laws, and all relevant statutes and after completing getting approval from federal cabinet.

The Finance and Administration Sub-committee  to be headed by Ali Tahir, Special Secretary Establishment Division, Ahmed Shuja Khan (Member Audit FBR, Muhammad Imran Khan (D&G R&A), Freedoon Akram Sheikh (Chief Administration), Dr. Nasir Ali Khan (Chief FBR) as  members.

This sub-committee to identify and enlist the details of the existing financial resources, assets and HR pertaining to, or owned by the FBR and related offices, fairly, equitably. Distribute FBR physical assets and human resource among Revenue Division, and successor organizations of Inland Revenue and Customs with an objective to facilitate collection of all federal revenues. Finance Minister to be the final authority in relation to the functioning, jurisdiction, or resolution of dispute arising out of the work of Implementation Committee and Two Sub-Committees.
